Costa Mesa resident James R. Fisler represents Division 2 encompassing the Mesa Verde area. He was appointed to the Mesa Water District Board of Directors in 2009, elected in 2010, 2012, 2016 and 2020. Director Fisler served as Board President 2012-2014.

Director Fisler serves on the Association of California Water agencies as a member of its Local Government Committee, as a Board member of the Costa Mesa Chamber of Commerce and represents the Independent Special Districts of Orange County (ISDOC) as a Commissioner on the Orange County Local Agency Formation Commission (OCLAFCO). Director Fisler was elected President of ISDOC in 2016-2018.

Director Fisler’s interest in joining Mesa Water began after attending several Board meetings, where he was motivated by the prospect of being involved in water supply, storage, and delivery to the community, in addition to promoting water use efficiency, water reliability and resilience, and the efficient delivery of government services.

Director Fisler has a passion for public policy and community service. He has served as Vice-Chair of the City of Costa Mesa’s Planning Commission and as a Commissioner on the City Parks and Recreation Commission. In addition, he served as Chair of the Costa Mesa Finance Committee and Chairman of the City of Costa Mesa Finance and Pension Advisory Committee. He was also a member of the City’s Residential Rehabilitation and Redevelopment Committee for more than a decade.

Additionally, he volunteered in the City’s Neighbors for Neighbors program for over 10 years, is a graduate of the Citizens Police Academy, and served as a Board member of both the Costa Mesa Senior Center and the Friends of the Costa Mesa Libraries. Director Fisler is a Broker/Associate with Torelli Realty in Mesa Verde and Mortgage Loan Officer with CB Loans in Redondo Beach. Prior to that, he was a Southern California regional manager for Nordstrom for over 12 years.
