AB 1572 Commercial Customer Self-Certification

California Assembly Bill (AB) 1572 is a statewide law that prohibits the use of potable (drinking) water to irrigate nonfunctional turf at certain commercial, industrial and institutional (CII) properties beginning January 1, 2027. The law is intended to improve long-term water efficiency by eliminating the irrigation of ornamental grass that is not regularly used for recreation or other functional purposes.

To help commercial customers comply with AB 1572, Mesa Water encourages eligible customers to complete a self-certification form confirming their property's compliance with the law.

Who Needs to Complete the Form?

Self-certification is required for eligible commercial, industrial and institutional customers within Mesa Water's service area that are subject to AB 1572.

Examples may include:

  • Homeowner Associations (HOAs)
  • Office buildings
  • Retail and shopping centers
  • Hotels
  • Industrial facilities
  • Medical offices
  • Schools and other institutional properties

Compliance Timeline by Property Type

  • January 1, 2027 – State and local government
  • January 1, 2028 – Commercial, industrial, and institutional
  • January 1, 2029 – HOA common areas, mobile home parks, retirement communities
  • January 1, 2031 – Government properties in disadvantaged communities
