Home Leadership LEADERSHIP The leadership of Mesa Water is guided by accountability and transparency. Mesa Water is led by a five-member Board of Directors elected by the public. They are responsible for making policies, setting water rates, and providing oversight over District operations. The strategic plan serves as a guide for determining priorities and making decisions. Paul E. Shoenberger, P.E. took the helm as General Manager in 2009. He is responsible for overseeing day-to-day operations of Mesa Water. He works to ensure that the organization provides effective operations and excellent service to its customers. Mesa Water is committed to transparency and fiscal responsibility. It holds AAA bond ratings from both Fitch and S&P Global Ratings, which demonstrate solid financial management and capital planning Decades ago, our Board of Directors set out to create a sustainable, local water supply for its customers. Today, thanks to their vision, innovation and planning, the state-of-the-art Mesa Water Reliability Facility makes Mesa Water the only Orange County water provider to source 100 percent of our community’s water needs with local groundwater, minimizing dependence on costly imported supplies.
