As a 50-year Costa Mesa resident, James R. Fisler represents Division 2 encompassing the Mesa Verde area. He was appointed to the Mesa Water District Board of Directors in August 2009, elected in 2010, and re-elected in 2012, 2016 and 2020. Director Fisler served as Board President between 2012-2014.

Director Fisler serves on the Association of California Water Agencies as a member of its Local Government Committee, and as Immediate Past President of the Independent Special Districts of Orange County. He also enjoys being a commissioner on the Orange County Housing and Community Development Commission (H&CD), having been appointed in 2017 by the Orange County Board of Supervisors and selected in 2019 to be Vice Chair of the H&CD.

Director Fisler was also elected as an alternate to the Orange County Local Agency Formation Commission (OC LAFCO) in 2011, and re-elected in 2014 and 2018, to represent the Special Districts of Orange County. In 2019, he was elected to serve as a Special District voting member on the OC LAFCO. In 2020, he was re-appointed to OC LAFCO as a Special District regular member.

Director Fisler’s interest in joining Mesa Water began after attending several Board meetings, where he was motivated by the prospect of being involved in water supply, water storage, and water delivery to the community, in addition to promoting water use efficiency and the efficient delivery of government services.

Director Fisler has a passion for public policy and community service. Prior to joining Mesa Water’s Board, he served as Vice Chair of the City of Costa Mesa’s Planning Commission and, before that, as a City Parks and Recreation Commissioner. In addition, he served as Chair of the Costa Mesa Finance Committee and served as Chairman of the City of Costa Mesa Finance and Pension Advisory Committee. He was also a member of the City’s Residential Rehabilitation and Redevelopment Committee for more than a decade.

Additionally, he volunteered in the City’s Neighbors for Neighbors program for over 10 years, is a graduate of the Citizens Police Academy, and served as a Board member of both the Costa Mesa Senior Center and the Friends of Costa Mesa Libraries. He is currently a Board member of the Costa Mesa Chamber of Commerce.

Director Fisler is a Broker/Associate with Torelli Realty in Mesa Verde. Prior to that, he was a regional manager for Nordstrom for over 12 years. Both positions have equipped him with the skills and expertise to provide outstanding customer service.
