Below are some of the key milestones in Mesa Water history. 1960 On January 1, Costa Mesa Water District commenced operations. 1969 The unveiling of new white hydrants signaled a commitment to local water sources. 1990 Completion of Reservoir 1 was one of the first steps in becoming 100% local and reliable. 2012 Opening the Mesa Water Reliability Facility (MWRF) has allowed 100% locally-reliable water supplies to its service area. 2020 Mesa Water celebrates 60 years of being one of the most efficient water agencies in Orange County.
