Mesa Water District Posts Compensation Online at MesaWater.org

Costa Mesa, Calif. –  Mesa Water District (Mesa Water) understands the importance of government accountability, openness, and transparency; and, the District appreciates its responsibility to the public and press regarding government oversight, including reporting compensation. Mesa Water has made its compensation information more accessible by posting it in several places on the District’s Website at www.MesaWater.org. The information is available by clicking on the “Compensation Transparency” link on the home page under “Learn More” in the “Public Information” section; and, the link is also under the “Public Information” and “Human Resources” tabs at top of the home page.

The “Compensation Transparency” link provides information about Mesa Water Board members’ compensation. Also included is the General Manager’s compensation, as well as the District’s employee benefits and monthly salary ranges by job classification and level. This information is current, with annual updates to take place at the start of each new calendar year.

As an independent special district, Mesa Water is unique in that it does not collect taxes to fund operations. Governed by an elected five-member Board of Directors, Mesa Water’s strategic plan lists financial responsibility as one of its top goals. The Board-appointed General Manager directs 62 employees who operate the District’s water system .

Mesa Water District Board members receive no pension. Additionally, no Board member receives payment for health benefits if they elect not to participate in Mesa Water’s group health plans. Also, there are no loans to Board members or employees.

Mesa Water’s #1 goal is to provide a safe and reliable water supply at comparable rates, with other top goals including continued infrastructure renewal, and a commitment to financial responsibility. Toward that end, over the past decade, the District has reduced its staff size by 15 percent and reduced overtime by 27 percent. Mesa Water District is a proud recipient of two prestigious awards for its excellent financial and operational performance.

  • For the past 17 consecutive years, Mesa Water has received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (“GFOA”); and,
  • Since 2007 (when this accreditation was inaugurated), Mesa Water is a California Special Districts Association (“CSDA”) District of Distinction, accredited by the Special District Leadership Foundation. This accreditation recognizes agencies that provide essential public services in a fiscally responsible manner.

Furthermore, a recent independent poll shows that 91 percent of Mesa Water customers are satisfied with their water quality and customer service.

Also, the organization’s liabilities are fully funded, with no outstanding retirement liabilities. Mesa Water’s Board of Directors and Staff welcomes this opportunity to provide compensation information to the public and press. Board meetings take place twice monthly on Tuesdays, starting at 7:00 p.m., at 1965 Placentia Avenue in Costa Mesa, CA, 92627.
