Mesa Water Successes A Benchmark For Water Agency Performance

General Manager’s Presentation to Orange County Water Association Focuses on Mesa Water’s Innovative Performance Management and Measurement Processes

Costa Mesa, Calif. ; March 22, 2012 – Approximately 100 regional water officials gathered at this month’s Orange County Water Association event to hear from the Mesa Water District (Mesa Water) General Manager -- Paul E. Shoenberger, P.E. -- regarding Mesa Water’s innovative efforts to manage and measure its performance as a government agency that provides water service.

Shoenberger’s keynote presentation focused on the steps that Mesa Water has taken, under the leadership and direction of its Board of Directors, to improve its operations and transparency, which have led to increased efficiency and greater public perception for the District.  Shoenberger also provided guidance on how other water agencies can replicate Mesa Water’s successes.

“Mesa Water works hard to provide its customers with a safe, reliable and cost-effective supply of water,” said Shoenberger.  “One of Mesa Water’s most significant accomplishments will be attained this year when the District becomes 100 percent locally reliable following the completion of its Colored Water Treatment Facility Improvements Project.”

General Manager Shoenberger attributed Mesa Water’s successes to the strong leadership and strategic vision of its Board of Directors.  Some of the District’s recent achievements include the following:

  • Receiving a AAA credit rating from Fitch, indicating Mesa Water’s financial strength;
  • Operating as one of the region’s most efficient water agencies, based on a recent study comparing Orange County water agencies’ annual per capita expenditures; and,
  • Maintaining one of the nation’s most water-tight delivery systems, resulting from the Mesa Water Board’s dedication to perpetual renewal of the District’s infrastructure.
