Mesa Water Studying Rate Adjustments with Opportunities for Public Input

To help build a waterful future and ensure the perpetual provision of local, safe, and reliable water for our community, Mesa Water District (Mesa Water®) is studying adjustments to its rates. Continued rising costs of supplying water necessitates adjusting our rates. As responsible stewards of public funds, Mesa Water controls costs by:

  • Consistently remaining one of Orange County’s most efficient water agencies, based on expenditures per capita;
  • Eliminating its unfunded pension liability, saving approximately $7.6 million (net present value);
  • Investing in the Mesa Water Reliability Facility, which allows the District to provide 100 percent locally-sourced groundwater supplies that are lower-cost than imported surface water supplies;
  • Maintaining a water-tight water system -- with less than 4.5 percent water loss from breaks or leaks -- placing Mesa Water among the most efficient and reliable water systems in North America;
  • Receiving a AAA rating, signifying financial stability and strength, from both Fitch and Standard & Poor’s;
  • Refinancing debt, and securing an additional $13 million for capital improvements, at an interest rate of 1.635 percent, saving $1.36 million (net present value), with all debt to be paid off in 10 years; and,
  • Surpassing 4 years without a lost-time accident, saving costs for the District and our customers while keeping our staff healthy and safe.
