Measure TT: Voters to Consider Consolidation of Water, Sewer and Trash Services on November 8 Ballot

Voters will take to the polls on November 8 to voice their opinion on Measure TT regarding a potential consolidation of Mesa Water District and Costa Mesa Sanitary District (CMSD). Combining the districts into one agency could benefit customers with substantially reduced costs for the same or better water, sewer and trash services, according to a study commissioned in June by Mesa Water’s Board of Directors.

The study’s goal was to evaluate whether combining Mesa Water and the Sanitary District could provide more efficient, effective and economical services for ratepayers. The study showed that consolidating the two districts could provide:

  • $15.6 million in one-time, up-front cost-savings that could be passed on as an immediate rebate of $650 per customer; and,
  • $2.7 million in annual savings that could reduce sewer fees by 28 percent.

In the spirit of openness and transparency, Mesa Water sought input on the concept from CMSD, at public hearings and via multiple community chats in neighborhoods throughout its service area. Due to the study’s findings of substantial savings if the two districts combined, Mesa Water placed Measure TT on Costa Mesa’s General Election ballot to gauge public support for the concept, asking voters:

Shall the Mesa Water District and the Costa Mesa Sanitary District pursue consolidation?

Because Measure TT is a non-binding advisory measure, a majority vote would not automatically result in a consolidation, but the results could influence next steps. If combining the agencies looks favorable, the process would require additional actions by Mesa Water and the Sanitary District, as well as the Orange County Local Agency Formation Commission, which would make the ultimate decision.
