President
James F. Atkinson was elected to the Board in 1998.
He previously served as President in 2002 and 2003,
and as First Vice President in 2001 and 2005 through
2007.
Director
Atkinson has served as the Laboratory Operations
Business Manager at The Aerospace Corporation in
El Segundo where he worked for nearly 32 years.
There his experiences included Facilities Management,
Construction Management, and Business Administrative
Operations.
Director
Atkinson received his Bachelor of Science and Master
of Business Administration degrees from the University
of La Verne. In June of 2001, Mr. Atkinson completed
the Leadership Tomorrow program and served on its
Board of Directors from 2002 to 2006. Director
Atkinson is an International Conference of Building
Officials (ICBO) Certified Plumbing Inspector and
Certified member of ICBO. Through his former employer,
Mr. Atkinson attended two, weeklong training courses,
at the California Specialized Training Institute
for earthquake response at the Emergency Operations
Center as well as recovery training.
Director
Atkinson currently serves on Mesa's Executive Committee.
Additionally he represents Mesa at the Water Advisory
Council of Orange County, Local Agency Formation
Commission, and City/Districts Liaison meetings.
Mr.
Atkinson has served on Mesa’s Human Resources,
Public Information, and Finance Committees. Mr.
Atkinson has served as a Director and Vice President
on the Mesa Del Mar Homeowners Association and
is active in the community.

Shawn
Dewane, was appointed by the Board of Directors
in 2005 to fill a vacancy in Division 5, elected
by the public in 2006, and is currently serving
as First Vice President.
Director
Dewane owns and operates the branch office of Raymond
James Financial Services in Newport Beach, which
provides financial advice and retirement plan consulting.
Mr.
Dewane holds a Bachelors degree in Business Management
from Arizona State University, an MBA from Pepperdine
University, and has a Charter Financial Analyst
Level One designation from the University of Southern
California.
As
a former member of the Association of California
Water Agencies, Mr. Dewane has attended numerous
annual conferences, and is familiar with the issues
faced by water agencies.
Director
Dewane has received the Paul Harris Fellowship
from Rotary International, serves as a Board Member
for the Education Enhancement Society, honored
as Adjunct Faculty at Pepperdine University, and
is a Scholarship Recipient of the Los Angeles Society
of Financial Analysts. Additionally he is a member
of the Newport Harbor Chamber of Commerce and the
Newport Harbor Nautical Museum.
The
Registered Representative published the article, “Profitable
Knowledge” in the October 1998 issue, which
profiled his professional work.
Director
Dewane currently serves on the Executive and Public
Information Committees and Chairs the Finance Committee.
Additionally he serves as Mesa’s liaison
to the Independent Special Districts of Orange
County. .
Director
Dewane’s objectives in serving on Mesa’s
Board include working to conduct sufficient oversight
to ensure Mesa operates in a manner consistent
with the policies and directives set by the Board.
He is very committed to serving Mesa and the community.

First
elected in 1996, Director Bockmiller represents
the West Side of Costa Mesa and currently Chairs
Mesa’s Engineering & Operations Committee.
He serves as Mesa’s representative to the
Association of California Water Agencies (ACWA)
Joint Powers Insurance Authority and Orange County
Water District. Having been Mesa’s Board
President for three terms (1999, 2000, and 2004),
he has also chaired Mesa's Executive, Finance,
Engineering & Operations, Public Information,
and Human Resources Committees. He has represented
Mesa at The Orange County Council of Governments,
the ACWA Energy Committee, and the Costa Mesa Westside
Revitalization Oversight Committee.
Director
Bockmiller’s emphasis on the Board is on
long term planning for the future of Mesa’s
infrastructure.
A
registered Professional Engineer, Certified Energy
Manager, and LEED Accredited Professional, he also
holds unlimited operating licenses in Marine and
Steam Engineering. Director Bockmiller graduated
from with High Honors from the California Maritime
Academy and has completed supervision and management
certifications at the University of California,
Irvine (UCI). He is a graduate of the Leadership
Tomorrow program and has studied at the Center
for Creative Leadership.
Working
at UCI since 1988, he is the Principal Engineer
in the Facilities Management Department. He is
actively involved in all aspects of Facilities
Management from initial planning through final
acceptance of new facilities, to operation, maintenance,
and renovation of the entire campus and its extensive
utility infrastructure. Together with colleagues
in the Design and Construction Services Department,
he has developed a set of design standards that
have allowed UCI to be at the forefront of wise
energy use and the construction of durable, cost-effective
research, office, instructional, housing, and athletic
facilities.
Developing
the next generation is an area of interest for
Director Bockmiller; he has been a regular guest
lecturer in the Department of Mechanical and Aerospace
Engineering at UCI, a mentor in the Da Vinci Academy
Program at Newport Harbor High School and a Board
member of the Youth Employment Service (Y.E.S.),
a local charity that provides youth with the tools
to find jobs.

Bockmiller is a Newport-Mesa native and has lived
in Costa Mesa since 1988.

Trudy
Ohlig-Hall is a veteran to the water industry.
She was elected to the Mesa Consolidated Water
District (Mesa) Board of Directors in 1987 and
has served three terms as Mesa's Board President.
She currently serves on the Public Information
and Finance Committees and as Mesa’s liaison
to the Municipal Water District of Orange County
(MWDOC). Additionally she has chaired numerous
Mesa Committees such as Finance, Engineering & Operations,
Human Resources, and Public Information.
As
a Director of Mesa Consolidated Water District,
her first priority is to provide her customers
with clean, safe, reliable, and affordable water.
Mesa's Mission Statement is "Dedicated to Satisfying
Our Community's Water Needs" and Director Ohlig-Hall
strives to go above and beyond that statement.
As a former Accountant she has committed herself
to keeping a close watch on our rates.
Director
Ohlig-Hall's knowledge, involvement, and dedication
to the water community predates her position on
the Mesa Board by many years. Before becoming a
Mesa Director, she had realized that water is our
most important commodity in this desert region.
For 10 years before becoming a Mesa Director, she
was a member of and also chaired Mesa's Water Advisory
Committee. She also served on several committees
for other water agencies before she became a Mesa
Director.
In
1985 she was appointed to an ad-hoc committee of
the Municipal Water District of Orange County (MWDOC)
on the subject of the possible reorganization of
MWDOC member agencies. She also participated on
a MWDOC committee to improve the safety and reliability
of the water in Orange County. She served on those
committees with the General Manager of MWDOC, Stan
Sprague.
Director
Ohlig-Hall and former Mesa Director Henry Panian
became the first members of the Southern California
Water Committee (SCWC), which was formed by then
Orange County Supervisor Harriet Weider.
Director
Ohlig-Hall was a member of the Water Advisory Council
of Orange County (WACO) in its early stages and
has continued her participation since becoming
a Director of Mesa. In 1993 she was instrumental
in changing the charter of WACO to give all of
Orange Counties Water Agencies a full voice in
the matters of WACO.
For
numerous years she has been a member of the American
Water Works Association (AWWA). She was instrumental
in creating and chairing the "Policy Makers Forum" that
is held during AWWA Conferences. She has also been
awarded the AWWA Chair's Award twice.
The
largest and most important water agency in the
state is the Association of California Water Agencies
(ACWA). ACWA is made up of representatives from
every water agency in the state. She has been a
member of ACWA's water quality committee for over
10 years and has worked with ACWA on several water
quality issues. The two main concerns were over
the naturally occurring water contaminant Radon
and the gasoline additive Methyl Tertiary Butyl
Ether (MTBE). Her insistence on the use of good
science in the evaluation of Radon saved Mesa's
customers millions of dollars. She has worked hard
for several years to have the ground water contaminant
MTBE removed from gasoline.
She
worked for two long and hard years to successfully
defeat a Sacramento legislative bill that would
have forced Mesa to merge with the Irvine Water
agency. This action would have taken control of
Mesa away from the citizens of Costa Mesa.
For
the past several years she has been Mesa's liaison
to The Local Agency Formation Commission (LAFCO),
where she helped establish the policies and the
by-laws for Water Agencies and Special Districts
to become members of LAFCO.
Director
Ohlig-Hall also has been a tireless supporter of
another Orange County Agency, the Independent Special
Districts of Orange County (ISDOC).
In
addition to over 25 years involvement in the water
industry, Director Ohlig-Hall has always been involved
in community activities and local matters. She
served as director of the Mesa North Community
Association and chair of the Beautification Committee--an
activity that brings her close to Mesa's customers
in her district. She was President of the Mesa
North Community Association, a Girl Scout leader
for 15 years, Chair for Costa Mesa's Mothers for
The March of Dimes, and Vice President of the Costa
Mesa Historical Society.

Clean,
safe and reliable water is the focus of Director
Paul E. Shoenberger. He brings to Mesa over twenty
years of experience in the water industry addressing
water supply and water quality issues. He earned
his Master's Degree in Water Resources Planning
and Management from Colorado State University and
his Bachelor's Degree in Civil Engineering from
the University of California at Davis. Director
Shoenberger's current occupation is Assistant General
Manager for West Basin Municipal Water District.
West Basin provides water to nearly 1 million people
in the South Bay and unincorporated areas of Los
Angeles County.
Paul
E. Shoenberger serves as Chair for the Association
of California Water Agencies desalination subcommittee
and on the Board of Directors of the Affordable
Desalination Collaboration. Additionally, he is
a Board member of the New Water Supply Coalition,
a national coalition lobbying Congress to further
recycled water and desalination projects.
Building
upon his water industry experience, Director Shoenberger
works diligently to ensure that Mesa Consolidated
Water District delivers clean, safe and reliable
water. "My goal for Mesa is to ensure the district
operates as efficiently and cost-effectively as
possible. I will do all I can to ensure Costa Mesa's
continued prosperity through a safe supply of plentiful
water now and in the future".
Mr.
Shoenberger was elected to Mesa’s board in
2000 and served as Board President in 2005, 2006
and 2007. He currently serves on Mesa’s Engineering & Operations
Committee. He has served on the Executive,
Finance and Public Information Committees.
He
is a registered Professional Engineer with the
State of California. Born and raised in California,
he has lived in Costa Mesa since 1990 with his
wife Katie, three daughters and son.
