President Fred R. Bockmiller, Jr., P.E. represents Division 1, which encompasses the West Side of Costa Mesa and portions of Newport Beach. He currently Chairs Mesa’s Executive Committee, and serves on Mesa’s Engineering & Operations and Audit Ad Hoc Committees. President Bockmiller represents Mesa on the Board of the Association of California Water Agencies (ACWA) Joint Powers Insurance Authority. He serves on the ACWA-JPIA Risk Management Subcommittee, and as a City/Districts Liaison. Having been Mesa’s Board President for three prior terms (in 1999, 2000, and 2004), he has previously chaired Mesa's Executive, Finance, Public Information, Human Resources, and IT Ad Hoc Committees. Additionally, President Bockmiller has represented Mesa at The Orange County Council of Governments, the ACWA Energy Committee, and the Costa Mesa Westside Revitalization Oversight Committee.
Throughout his service as a Board member, President Bockmiller’s emphasis has been on long-term planning for the future of Mesa and its infrastructure.
President Bockmiller is the Engineering Manager in the Facilities Management department at UC Irvine, where he has been at the forefront of energy conservation and construction efforts for the campus as it has more than doubled in size during his more than 20 years of service to the University.
Developing the next generation is an area of interest for President Bockmiller. He has been a regular guest lecturer in the Department of Mechanical and Aerospace Engineering at UCI, a mentor in the Da Vinci Academy Program at Newport Harbor High School, and a Board member of the Youth Employment Service (Y.E.S.)—a local charity that provides youth with the tools to find jobs. President Bockmiller is a Newport-Mesa native.

James R. Fisler was appointed to the Board of Directors in August 2009 and he was elected in 2010. He currently serves on Mesa’s Finance Committee and the Public Information Committee. Director Fisler also serves as Mesa’s liaison to the Municipal Water District of Orange County and the Independent Special Districts of Orange County; he also serves, since March 2010, as President of Mesa Consolidated Water District Improvement Corporation (MCWDIC), a California non-profit public benefit corporation formed to assist Mesa in the financing of certain improvements to the District’s water system. Additionally Director Fisler was elected, in 2011, to serve the Local Agency Formation Committee of Orange County (LAFCO) as a special district alternate.
Director Fisler previously served on Mesa’s IT Ad Hoc Committee and the Engineering & Operations Committee. He also served as Mesa’s liaison to LAFCO. Prior to joining Mesa’s Board, he served the City of Costa Mesa as the Vice-Chair of the Planning Commission and, before that, as Parks and Recreation Commissioner.
Director Fisler has a passion for public policy and is very involved in community service. He was a member of the City of Costa Mesa’s Residential Rehabilitation and Redevelopment Committee for over 10 years serving in many capacities, including as an alternate, full member or liaison from the Planning Commission. He has been a volunteer in the city’s Neighbors for Neighbors program for over 10 years and is a graduate of the Citizens Police Academy.
Director Fisler is currently a Realtor with Torelli Realty in Mesa Verde and was a regional manager for Nordstrom stores for more than 12 years. Both positions equipped him with the necessary skills to provide outstanding customer service.
Director Fisler’s interest in serving on the Board began after attending several Board meetings and he was motivated at the prospect of being involved in water supply, storage, and delivery to the community, as well as in promoting conservation.
Director Fisler has been a resident of Costa Mesa for 40 years and has lived in the Mesa Verde area for 17 years.

James F. Atkinson was elected to the Board of Directors in 1998. He previously served as President in 2002, 2003, and 2008, and as First Vice President in 2001, and 2005 through 2007.
Director Atkinson has served as the Laboratory Operations Business Manager at The Aerospace Corporation in El Segundo, where he worked for nearly 32 years. His experiences there included Facilities Management, Construction Management, and Business Administrative Operations. His retirement in 2006 has allowed him to pursue his interest in water, as well as his hobbies and commitment to our community.
Director Atkinson received his Bachelor of Science and Master of Business Administration degrees from the University of La Verne. In June of 2001, he completed the Leadership Tomorrow program and served on its Board of Directors from 2002 to 2006. Director Atkinson is an International Conference of Building Officials (ICBO) Certified Plumbing Inspector and Certified member of ICBO. Through his former employer, he attended earthquake response and recovery training courses at the California Specialized Training Institute’s Emergency Operations Center.
Director Atkinson currently serves on Mesa's Executive, Finance, and Audit Ad Hoc Committees. Additionally he represents Mesa at the Orange County Water District, Water Advisory Council of Orange County, Colorado River Water Users Association Public Affairs Committee, and Southern California Water Committee. Director Atkinson has previously served on Mesa’s Human Resources, Public Information, and Engineering and Operations Committees. He has also served as a Director and Vice President on the Mesa Del Mar Homeowners Association, and is active in the community.
Director Atkinson enjoys travel with his wife Debbie and dogs, and his hobbies include racing model sailboats with International One Meter boats. This class involves travel to local and international locations and venues. His involvement in model yachting has been extensive enough that, in January of this year, he was appointed to the Board of the American Model Yachting Association (AMYA) as Director for Region 6, which includes all of the west coast and portions of Canada, Alaska, and Hawaii.

Shawn Dewane was appointed to the Board of Directors in 2005, elected in 2006 and re-elected in 2010. He previously served as President in 2009 and 2010, and as First Vice President in 2008.
Director Dewane currently chairs Mesa’s Public Information Committee. He has served on Mesa’s Executive, Audit Ad Hoc, Finance, and 50th Anniversary Ad Hoc Committees and as Mesa’s liaison to Independent Special Districts of Orange County, the City District Committee, Orange County Business Council and Southern California Water Committee.
In November 2010, Director Dewane was elected to the Orange County Water District (OCWD) Board of Directors as the representative for Division 7, serving Costa Mesa and parts of Fountain Valley, Huntington Beach, Irvine, Newport Beach and Westminster. For OCWD, Director Dewane is Chair of the Administration and Finance Issues Committee and the IT Ad Hoc Committee; he is Vice Chair of the Property Management Committee; and he serves on the Governmental Organization Task Force Ad Hoc Committee, the Retirement Committee and the Visitor Center Ad Hoc Committee. He also serves as OCWD’s liaison to Orange County Business Council and Orange County Council of Governments.
Director Dewane is currently Chairman of CalDesal, a nonprofit organization devoted the responsible development of Ocean Desalination as a new regional water source. He also serves as Executive Vice President of the Water Advisory Committee of Orange County. Additionally he is a former member of the Association of California Water Agencies and, having attended numerous annual conferences, he is familiar with the issues faced by water agencies.
Professionally, Director Dewane owns Dewane Investment Strategies (www.DewaneIS.com) -- an independent branch office of Raymond James Financial Services in Newport Beach -- which provides sophisticated investment planning, estate planning and tax planning advice to individuals and institutions. The Registered Representative published the article, “Profitable Knowledge,” profiling Director Dewane’s professional work in its October 1998 issue.
Director Dewane earned an M.B.A. from Pepperdine University and a bachelor’s degree in business management from Arizona State University.
Recognized for his achievements and service, Director Dewane received the Paul Harris Fellowship from Rotary International and a scholarship from the Los Angeles Society of Financial Analysts. He is also honored to serve as adjunct faculty at Pepperdine University
Director Dewane recognizes that clean affordable water is fundamental to our civil liberties and key to the economic development of our community. He is working to increase the local and regional water supply, preserve local and regional water rights, and promote fiscal responsibility and transparency in government. He resides in Costa Mesa with his wife Tracey, daughters Shannon and Cristina, and son Ryan.

Trudy Ohlig-Hall was elected to the Board of Directors in 1987, and has served three terms as Mesa's Board President. She is a veteran to the water industry and currently serves on the Engineering & Operations Committee. Additionally she has chaired and/or served on numerous Mesa Committees such as Finance, Human Resources, Public Information, Audit Ad Hoc, and 50th Anniversary Ad Hoc.
As a Director of Mesa Consolidated Water District, her first priority is to provide Mesa customers with clean, safe, reliable, and affordable water. Mesa's Mission Statement is "Dedicated to Satisfying Our Community's Water Needs," and Director Ohlig-Hall strives to go above and beyond that statement. As a former accountant, she has committed herself to keeping a close watch on the District’s budget and rates.
Director Ohlig-Hall's knowledge, involvement, and dedication to the water community predates her position on the Mesa Board by many years. Before becoming a Mesa Director, she realized that water is our most important commodity in this desert region. For ten years before becoming a Mesa Director, she was a member of, and also chaired, Mesa's Water Advisory Committee. She also served on several committees for other water agencies before she became a Mesa Director.
In 1985, Director Ohlig-Hall was appointed to an ad-hoc committee of the Municipal Water District of Orange County (MWDOC) on the subject of the possible reorganization of MWDOC member agencies. She also participated on a MWDOC committee to improve the safety and reliability of the water in Orange County. She served on those committees with then General Manager of MWDOC, Stan Sprague.
Director Ohlig-Hall and former Mesa Director Henry Panian became the first members of the Southern California Water Committee (SCWC), which was formed by then Orange County Supervisor Harriett M. Wieder.
Director Ohlig-Hall was a member of the Water Advisory Council of Orange County (WACO) in its early stages, and has continued her participation since becoming a Director of Mesa. In 1993, she was instrumental in changing the charter of WACO to give all of Orange Counties Water Agencies a full voice in the matters of WACO.
Director Ohlig-Hall is a member of the American Water Works Association (AWWA), and has been an ongoing AWWA member for numerous consecutive years. She was instrumental in creating and chairing the "Policy Makers Forum" that is held during AWWA Conferences. She has also twice received the AWWA Chair's Award.
The largest and most important water agency in the state is the Association of California Water Agencies (ACWA). ACWA is made up of representatives from every water agency in the state. Director Ohlig-Hall has been a Board member of ACWA, having served its water quality committee for more than ten years. Director Ohlig-Hall is a current ACWA member, and she has worked with ACWA on several water quality issues. The two main concerns were over the naturally occurring water contaminant Radon and the gasoline additive Methyl Tertiary Butyl Ether (MTBE). Her insistence on the use of good science in the evaluation of Radon saved Mesa's customers millions of dollars. She has worked hard for several years to have the groundwater contaminant MTBE removed from gasoline.
Director Ohlig-Hall worked for two long and hard years to successfully defeat a Sacramento legislative bill that would have forced Mesa to merge with another Orange County, CA water agency. If this bill had not been defeated, the District’s current ratepayers would have lost control of Mesa.
For the past several years, Director Ohlig-Hall has been Mesa's liaison to The Local Agency Formation Commission (LAFCO), where she helped establish the policies and the by-laws for Water Agencies and Special Districts to become members of LAFCO. She has also been a tireless supporter of another Orange County Agency, the Independent Special Districts of Orange County (ISDOC).
In addition to over 25 years involvement in the water industry, Director Ohlig-Hall has always been involved in community activities and local matters. She served as director of the Mesa North Community Association, and chair of the Beautification Committee—an activity that brings her close to Mesa's customers in her division. She was President of the Mesa North Community Association, a Girl Scout leader for 15 years, Chair for Costa Mesa's Mothers for The March of Dimes, and Vice President of the Costa Mesa Historical Society.
